Sure
 
Totally logical and of satisfying effect... short term
 
Read historical examples :
Vietnam, Iraq, Norther Ireland, Wounded knee, Move raid in Philadelphia, Gypsy expulsions & persecutions, Branch Davidians in Waco
 
But for best long term effect
Requires a much more subtle, patient and understanding approach
And lot's of bending over backwards
 
Anyway
You come to this conclusion if you observe the lessons of history
And if you put more hope in final results
Than the even well thought out gut reflex "handled with a heavy hand"
 
 
It's the fondamental approach that distinguishes the good old empirical medicine
And the more balanced EBM
