When you look back on the pandemic influenza of 1918 (20 to 40 million dead within one year), it's hard not to have some sympathy for the CDC/WHO policy makers with regards to handling of new influenza outbreaks. No one wants to go down in history as the person in charge who minimized or downgraded the importance of early events on a pandemic which went on to kill millions.
