Thanks both for the rapid reply.

I have now read the letter. So... I assume the problem is in the actual proposal, rather than in the letter itself. I am not sure from the letter itself what the problems are that will be caused to surgeons - it seems the ACS is trying to be involved when the decisions are being made.
