Well, it depends on how you measure how "democratic" India is. I lived there for 14 years, no longer do, but know a fair amount about it. They regularly have their elections on schedule. Always have 60+% turnout, have dozens of major, meaningful political parties and for decades have had a legislature that is a much better reflection of the demographics of their nation than most "established democracies". I am not sure how all that stacks up in the equation to measure their democracy, but it seems fairly darn impressive to me.
