--> Yup. This appears to be your main problem.

Headline:

Bangor hospital to have Taser

Anyone who reads much past this will likely NOT be your problem!

Hope they have the time - I did not. I only got as far as the first 2 paragraphs. I hope someone here has the reference, but if I recall correctly, the news media industry themselves consider that 90% of readers read 90% of articles to the "depth" of the headline and first paragraph and no further. So these 90% are your PR problem. I did not get much further. Here is the first paragraph and what it might "look like" to those who're only skimming (in my opinion):

> Citing an increase in the frequency of aggressive and sometimes violent patients in the emergency department, Eastern Maine Medical Center and the Bangor Police Department have agreed to place a Taser at the hospital for exclusive police use.

--> EMMC has chosen to place the taser.

This appears in response to some aggressive patients, i.e. it is designed to protect the staff.

They might notice the "exclusive police use". Hope so. Will they believe it? Apparently not.

Again, no need to explain to ME what you meant - I am on your side. If you are convinced that there was no way at all of making tasers available to police without owning them yourself, then I trust your judgement on that, but I would then have kept it a secret...
