The Joint Commission requires a policy on such removals wherever they exist (EC, OR, ICU, clinic).  It may be that some removed (cloths, bullets, sexual assault kit collected material) be governed by a forensiC and chain of evidence hospital policy.  The policies must be timely, practable, fuNctional, and applicable.   It is really a hospital, not a state issue.
