(read: inexcusable) use of medical helicopters.

2. When strict launch criteria is established and enforced by their medical 
directors without fear of retaliation.

3. When hospital managers stop using them as part of a market-based captive 
system of distribution, and

4. When flight crews finally comprehend that it's not worth dying for.
