The discussion and request for the outside assets was made initially by non physicians, non members of any EOC, etc. etc.   Those making the suggestion and developing the energy to pursue this request had other objectives than coordiantion with the clinical people, just as happened in the Allison outside hospital unit.      In that case it was a military political push, used to test a concept and generated via a call to the beltway prior to asking those in the trenches if it was really needed.     
 
In Louisiana, this kind of behavior happened over and over and over again.
