I couldn't agree more. It seems to me that the tipping point after Katrina 
appeared in the visage of Lt. Gen. Russel Honore. Had he been in charge 
immediately following that hurricane things would have turned out very differently.

As an example of federal interference and bungling, I was contacted by an 
emergency manager from Mississippi who was situated north of Houma on the side of 
the road. Suddenly a truck pulled up and offloaded five tons of ice onto a 
vacant lot. When told that no one would be using the ice because it was out in 
the middle of nowhere (and blazing hot), the driver stated, "This is where FEMA 
told me to dump it, and this is where I'm going to dump it." The ice was 
melted within a few hours.

I'm sure that you have many more stories vis-a-vis spectacular FEMA 
performance.
