Bob-
Unfortunately that is the truth. During hurricane gustav most of the decisions made were done without considerations of the sicu medical director at Tulane. I was only involved after the facts!
These big silos need to disappear in order to provide the best patient care. Ken and Norm know exactly how painful this process can be.
It is time for change!

Wow. It's unimaginable (and unforgivable) to me that hospital administrators, 
under emergency conditions, are able to dictate the terms and conditions of 
surgical practice, especially in view of your critical role in these matters. 
That's really disturbing.
