The thrust was that they were in disaster mode, supplied and taffed and prepared for austerity and strain. It was helpful that the city as otherwise emptying out, and the infrastructure was in better shape, and he national guard was prepositioned to keep things orderly. A bit of concerted emergency management goes a long way. Looks like Katrina aught lessons on every level. Bravo, NOLA; and best of luck to our olleagues all along the Gulf Coast.
