Perforated appy with phlegmon with signs confined to RIF,and patient moving bowels should be managed conservatively.But if Oschner Sherren protocal fails then certainly patient should be operated with drainage of pus+/- appendectomy, open or laparoscopic dependens which technique surgeon is comfortable with.
