There is, to the best of my knowledge, no formal definition of "full resuscitation". In most places I have been, if used at all it usually meant the trauma team was activated-- often referred to as a "level I" trauma. As we all know that doesn't necessarily mean that the patient will end up being admitted, intubated or visiting the OR; just that they fit the prehospital or arrival triage criteria - which can vary from institution to institution. It also doesn't necessarily mean that they ultimately required any more or less effort than some of those not so defined.
