Allen, It is based on all of the above! The issue is going to be (1) trauma volume that is population bases and (2) availability of the appropriate resources, including the personnel and medical/surgical sub-specialists. You might want to contact the ACS COT Trauma Systems Consultation office for their input, or give me a shout off-line and we can talk further.
