And what has been the negative and positive effects on the practice of  
medicine, nursing, and law suits filed?   
 
I have one reason not to practice in Pensylvania and one  (MORE)  reason not 
to practice in California.   
 
Anyone else who is concerned about these two states, please come to  TEXAS.   
We need you here.  With our Prop 12 and a constitutional  amendment passing 
three years ago setting limits on non-economic damages in a  professional 
liability law suit, the malpractice rates have gone down and  doctors are flooding 
into the state at such a fast rate that the Texas State  Board of Medical 
Examiners cannot keep up with the applications for  licenses.
