The key language is in the last sentence: "..... Steiger's global health
office provided the funding and staff to lead the effort because the surgeon
general's office has no budget and few staff members." The SG's office is a
figurehead post. It has no budget and therefore no clout or independence.
The Secretary of HHS controls the dollars and we all know the Golden Rule in
politics and business: "He who has the Gold makes the Rules." Since it is a
political post, there is even limited opportunity to influence policy.

Subsequent to Drs Carmona, Satcher and Koop's outspokeness, and as long as
the current situation remains, no self-respecting physician with any common
sense would take this job unless he/she is ready for retirement. Pity.
