Yes HRSA did have money to distribute but they forced you to get Stuff from their list that was not proven to be of value.    List was strongly influenced by industry.  For example the space suits for hospitals for potential bioterrorism was bought by every hospital. Just when is the suit required and for whatand how long is unknown.  An example of a knee jerk reactioin.   Decontamination trucks is another unresearched item as were some very expensive entry site radiation detectors.     The persons receiving the HRSA grants at the local level became a SILO and political leverage power broker of their own with decreased communicationn collaboration or integration.   Often some lateral subordinate became this contact beurotocratic functionary.   Lots of rherotic and very little substance at the practical level.      Needs significant external audit for practicality and functionality.

Thanks for the information.
Can you tell me which other agencies have developed benchmarks?
I was under the impression that in 2006 HRSA had about US $ 500 million to
give to successful organisations who wish to meet the benchmarks ( according
to the web site). Can you confirm this is the case?
