We have  NOT had trouble communicating in Houston.  My discussions have been 
with  the integrated trauma network that includes trauma, the TransStar 
officials,  the mayor, the county judge, the appointed directors of Joint Unified  
Command.   DMAT was a problem for many reasons during  Katrina.   In my view, 
DMAT needs to be significantly  reorganized.    


It is my understanding that part of moving the DMATs from Homeland Security  
back to Health and Human Services was to effect a change in the way that the  
DMATs were perceived, organized and utilized. I'll know more in a few months, 
as  I am in the process of joining the MO DMAT organization.
