The logic was that the state could divert the money to build the casinos, which would generate sin money much greater than the federal levee money and they could then repair the levees with the tax from the casinos. Do you have any validation of this diversion for this reason, and was there ever any levee and dyke reconstruction which came from casino taxes? k
