Disaster - Diversion to Levee Dyke Moneys to Casino wiring

Ms Tucker:  I distinctly remember during Sept/October 2005 reading in  some 
web site or newspaper article that the funding to repair the levees and  dykes 
allocated years before Katrina were diverted to pay for High Capacity  
Computer wiring in the new Casinos of Louisiana, particularly New Orleans.   The 
logic was that the state could divert the money to build the casinos, which  would 
generate sin money much greater than the federal levee money and they  could 
then repair the levees with the tax from the casinos.    Do  you have any 
validation of this diversion for this reason, and was there ever  any levee and 
dyke reconstruction which came from casino taxes?
