Sal,

No devils advocate here - you are right on.  That is why until we start
recording appropriately and documenting appropriately, the exam is not
going to billed out as an "official" study.  Now, if you are saying that
the only "acceptable" reporting is that done by the radiologist, and
that my ability to appropriately document is less than yours (as a
radiologist), then you are being more than the devils advocate - you are
being a trouble maker  ;-)

if i might play devil's advocate:
 
Unless radiology also writes notes in the chart and gives reports such
as  
positive, negative and indeterminate, then you are using more than one
standard  
for imaging. One could consider that a breach of JCAHO standards.
