I do not know the entire agenda for tomorrows US Congressional Hearings,  but 
I do know that County Judge Robert Eckels, of Harris County, Texas will be  
testifying regarding the successful actions in Harris County and  Houston.   I 
have seen some of his prepared  testimony.    We have not yet tabulated all of 
the lessons, the  good things, the bad things, and the things we all must 
change next time, but  some of them are cited in Robert Eckels' testimony.  
 
We cannot let this opportunity for educating the public, our local  
governments, the state governments, many many self serving silo organizations  (some 
charitiable and some professional), and the federal government about many  of 
the fallicies in many of the centrist brochures and  courses.     We owe it to 
the people of our communities to  be ready when they need us.     We do know 
some of the  solutions, and it is going to take some effort and courage to 
overcome some of  the silo thinking and sanctimonious judgemental views of much of 
the national  top down type of thinking.    
 
It is my strong recommendation that the NATIONAL battle cry is that our  
approach must become ICN - Integrated Collaborative  Networks.
