I don't know what happens in America, but in Australia a satelite phone can ring any phone; satelite, mobile or land line. It is a very expensive option however, and we more commonly use HF radios (ie. Codan or Q-Mac) as these can also contact normal phones via an interconnect and are very effective for medium/long distance (>5km +++) communications.
