No, because they are faster, have better resolution, and do not overheat, the slices are getting thinner (so we can see the aortic
pathology properly!) and hence radiation does increase.  However your radiology department should revise their protocols as *much*
lower settings can be used on the multidetectors to achieve the same image quality as the older scanners.

But because they are faster, everyone tends to order more repeat CT  scans.   
We are actually measuring dosimetry with out  physicists
