As a native of new york CITY (manhattan), I must respectfully disagree.
Rudy may have the second hardest job in the US, but that does not a leader
make.  Rudy's performance with his divorce (talk about dirty tactics),
in-your-face attacks on the poor and otherwise disenfranchised, and other
laundry lists of similarly disgraceful "performances" lead to only one
conclusion: Rudy is a simple schoolyard bully, who mananged to be in
office during one of the very few moments in history where such behaviour
was politically expedient.

And Rudy's antics provided detailed blueprints in what *not* to do with
power.

I like the idea of belief in drug-prohibition as a religion in that it is
a strongly held belief based on grossly insufficient evidence and
bolstered by faith born of intuitions flowing from the very beliefs they
are intended to support.
