Well, the poverty rate is DEFINED at 15% of median income. That's why I crack up when anyone talks about lowering the rate of poverty. It's like that politician (? apocryphal) who stated that their goal was to have everyone have above average IQs. That being said, in terms of buying power an American at the poverty level is at the median income level buying power for Sweden.

The murder rate has steadily declined since the 80's and the problem in many of the "ghetto" areas (in New York City at least -- I've no experience in other urban areas) is that no one can afford to live there because of gentrification. The rent on my brother's 700sqft 2 bedroom apt in the lower east side was $2500/mo. That wasn't good enough for the landlord so he went condo and sold it for $900,000 (yes that's nine hundred thousand dollars for an apartment that's smaller than many bedrooms in rural areas) and you STILL have to pay $1000/mo for "association fees." This is in an area that you couldn't give an apartment away in the 70's b/c of crime. 

It's good to have the facts before you snark.

But to help non-muslims better understand the difficulty of
clicking their heels and being rid of terrorism (N O T)

Is like wondering why the Americans are not able to halve
their murder rate, drasticaly reduce domestic poverty and
ghettos.

Just a few possible reasons are :
- A certain level of detachement to the problem
- A lack of empowerement
- An inureness (gotten used to these long standing probs)
- The solution is just not money/police
... it's more complexe
