In this sense elected government has its role. Whether Gov. needs to exercise more or less control is dependent on the problem. You began this discussion stating that use / cost/ risk of this service were out of control. in this situation where the providers of a service are out of control, Gov. acting as the protector should logically exercise a leadership role to regulate/find funding. It is lack of governance that makes your system costly and inequitable.
