Mr. Noonan has presented an interesting situation in  Pennsylvania.   It 
appears that the  CLOSEST TRAUMA SURGEON of  designated trauma centers in 
Pennsylvania will be providing the oversight on EMS  for indexable trauma patients.    
In my view this should result  in improvement in care.   This same kind of 
criteria needs to be  applied to air ambulance operations as well.    This is a  
marked improvement over the local emergency room physicians, or even the ER  
physician at the trauma center making major decisions relating to major trauma 
 pateints.
