IV Bags: Pre-Spiking?

We have recently observed the practice of pre-spiking IV bags (spiking
the bag, priming the IV set & tubing) so that the IV set is ready for a
trauma patient.

Is this safe practice?  If so, how long is the IV setup good for?  Is
this common practice in trauma centers?
