Trauma Center transfers

How does this play into the EMTALA/COBRA rules? We used to run into this in Montana. What 'kind' of stable applies for the rules vs. appropriate facility for the care of trauma patients? Perhaps this language gets confused for some people, shouldn't stable for transfer (will live long enough to survive transport??) be different then stable for continued/appropriate care and interventions?
