By PHEMS, I presume that you mean PreHospital EMS.  If that
is the case, you may want to visit the website of the National
Association of EMS Physicians:

They have a large Anthology of Association Position Papers
available at:

You might also what to consider addressing your questions to
the EMed-L discussion list, which is populated by Emergency
Medicine specialists from around the globe.
