OK... color me dense, but wouldn't a loss of consciousness qualify as a finding on neurologic exam? Or, a patient who had a loss of consciousness would not fall under the "absence of findings on neurologic exam..." Right? It's been my observations that all patients in whom there has been a loss (or even a decreased level) of consciousness get CT'd. I've seen this at a multitude of hospitals, in several cities.
