Leaving aside the question of what controls (if any) should be placed on gun
ownership, the proposal seems to be for a hypothecated tax (a tax raised to
be spent on one particular purpose). This suits politicians (people are
happier at paying more tax for health care than the are at paying more tax
for prisons etc.), but ultimately the tax always goes into the main pot. I
have never come across any example from any country of a hypothecated tax
working (except short term for one particular purpose). If anyone has an
example to prove me wrong, I'd appreciate its being posted.
